Options for the reduction of HFC-23 emissions from the production of HCFC-22 in new installations under CDM

The aim of this project is to assess options to allow Certified Emission Reduction (CER) generation from the reduction of HFC-23 emissions from the production of HCFC-22 in new installations compared to a situation where CER generation from HFC-23 destruction is new plants is not allowed.

 The options that will be assessed are (1) options to develop a CDM methodology for new plants and (2) options to develop other instruments to limit/cancel out the perverse incentive. The outcomes will be used by the EU to determine a negotiation position on this issue. The study is also useful for the following purposes:
  • as a case study to develop a position on the implications of CDM projects for the achievement of objectives of other environmental conventions and protocols; 
  • as a case for other CDM project that may lead to perverse incentives when CER price will increase, such as nitrous oxide or methane emission reduction projects;
  • to further develop the EDGAR database.
