Post-2012 climate policy: Assessing the options

This study assesses a wide range of alternative proposals for post-2012 international climate policy architectures. These proposals contain options for international climate policy after 2012, when the first Kyoto commitment period comes to an end. We believe that these options will serve as a basis for debates about how to configure post-2012 climate policy.

The study sets out a number of high level-policy objectives that are likely to be important for all countries in framing climate policy, and we assess the different policy options with the help of a set of practical assessment criteria. The study also characterises and assesses the policy options along the lines of five key policy dilemmas.

The assessment demonstrates that in negotiating a post-2012 climate policy regime, policy makers will need to both articulate and prioritise their own high-level objectives, and seek to anchor climate policies more firmly across government policy.
